- i. A method of airspace control that relies on positive identification, tracking, and detection of aircraft within an airspace. It is conducted with electronic means by an agency having the authority and the responsibility.ii. The tactical control of aircraft by a designated control unit whereby the aircraft receives orders affecting its movements that immediately transfer responsibility for the safe navigation of the aircraft to the unit issuing the order.iii. The exercise of authority over initiation, continuation, diversion or termination of a flight in the interest of the safety of the aircraft and the regularity and efficiency of the flight (ICAO).
